There is no limit for audio controls within a live class.

Video is not available to specific users only if they have bad connectivity.
What are the minimum requirements to run live audio/video seamlessly in a classroom?
Network Band-with: At least 512 kbps of network speed is required. For software/hardware requirements, please refer to the documentation attached.
The quality of audio & video is not good. What should I do?
Please check the Internet for any issue and ensure all other applications are closed on system, which may consume Internet. Connect a proper headset and re-launch class.

At a time, 5 users per class can have their video controls active in a live class.

You need to click on the video/camera/writing icon next to user name to grant them controls as per the image attached.
How can I stop my audio or video transmission during a live class?
You can mute audio by clicking on the microphone icon on the top. Similarly, we can turn off camera by clicking the camera icon inside the live classroom.
